I showed it to two different collectors/dealers, they both said it was modern era, certainly northwest coast and one of the nicest ones they’ve seen. It measures 24, the wood is light weight, some kind of soft wood. Large chip on the hat brim of the top figure. Chip on the base lower right foot. Other small chips and blemishes. Note the bit marks all around the very top of the hat (I assume that’s what they are). Small black spot stains, other small white spot stains.
